WeWorld is a non-profit non-governmental organization for development cooperation, recognized by the Italian Ministry of Foreign Affairs; we are independent, non-denominational and apolitical. Established in Milan in 1999, WeWorld works in Italy, Asia, Africa and Latin America to defend and promote the woman and child rights.

WeWorld collaborates with a network of other civil-society organizations to give the most vulnerable people a voice on the Italian and international political agenda, and we are involved in the main networks protecting children’s and women’s rights.

WeWorld adopts the approach of human rights as a conceptual and methodological basis for its actions. WeWorld works in seven countries in the development Countries in collaboration with local partners in supporting or implementing projects designed to: protect children, ensure their access to education, to ensure their health and that of their mothers, promote the participation of children, gender equality and women's rights. Education and health are priorities, so the projects are based on a sponsorship program, which is implemented in pre-primary and primary schools for pupils aged 4 to 8.

Work Context

WeWorld works in Nepal since 2010, namely in Kathmandu; Kaski; Sindhupalchok and Kavre districts to promote the access to quality education to every child.

After the earthquake of the 25th of April 2015, We World Onlus has started an emergency and subsequently a recovery program. In the intervention areas an high percentage of schools have been reported to be fully or partially damaged keeping out of classes most of the children. During the first 6 months after the earthquake, We World Onlus has focused the action on assuring the access to school to all children in the intervention area, building 63 Temporary Learning Centres, in Kavre, Siindhupalchock and Kathmandu district. The action of We World Onlus is now focusing on the reconstruction of schools with three local implementing partners and support to the education system to assure the right to education to all children.

*Overall responsibility: The Expert is the We World’s consultant on civil engineering matters and developmental impact of civil engineering components contained in We World Onlus - Nepal activities and programs. The Civil Engineer is the expert engineer working with a national engineer of We World, supporting in his/her capacity development and dealing with the implementation of construction program within the Nepal Earthquake reconstruction portfolio.*

The Civil Engineer will support and guide the national engineer to be in contact with implementing agencies and other organization (NGOs, INGOs, line agencies, government bodies, UN agencies, etc.) for all relevant civil construction engineering matters for We World Onlus, work closely with local and national level authorities to ensure that We World Onlus’ programs conform to governmental strategies and the Nepalese law.

This is a position of high responsibility in a dynamic team.

Activities

Supervised by the Country representative, S/he will be in charge of the following tasks:

  • Supervise and finalize structural design/sketch (1-2-4-8 roomed school building, permanent school toilet) for both truss structures and RCC structures considering the anti-seismic aspects

  • Prepare and submit Bill of Quantities and budget estimation on construction/renovation of school premises and facilities and of school Wash intervention as well, as per governmental guidelines when required.

  • Identify and implement retrofitting solutions to partially damaged school buildings when required

  • Investigate damage, accidents, and delay at construction sites to ensure that proper procedures are being carried out.

  • Oversight the construction activities and schedules on the building contractor onsite as per the schedule.

  • Take actions to deal with the results of delay on construction sites.

  • Analyse risk associated with natural disaster including wind, earthquake, fire and floods, while designing structures and carrying out the construction activities.

  • Develop and implement quality control tools.

  • Monitor construction quality across construction sites based on National and International seismic resistant standards.

  • Interact with communities and educate them on construction quality standards, measures and practices.

  • Monitor construction progress to ensure that procedures, materials and equipment comply with approved project plans, specifications and samples as per agreed standards and quality.

  • Coordinate the construction activities with We World national engineer and local partners’ engineers.

  • Provide feedback to supervisors, subordinate and team and discuss regularly with them in order to resolve matters such as work procedures, complaints, construction problems.

  • Ready to perform duties as instructed by the supervisors in case of necessity.

  • Evaluate the work progress, supporting national engineer and local partners’ engineers in compiling official interim report

Experiences and Knowledge

  • At least 5 years of experience, in design and estimate, construction, construction management, especially in rural settings, working in disaster and post disaster context is highly preferred.
  • The candidate should have Masters' degree in Civil Engineering from the recognized University
  • Knowledge of implementing and monitoring construction and reconstruction projects.
  • Ability to develop implementing and monitoring tools for civil construction and to report the construction progress in a clear and timely manner.
  • Knowledge of relevant earthquake and disaster resistant structures, international building code of conduct.
  • Knowledge of engineering principles, seismic hazards, river and water basins and flooding, rainfall, seasonal weather and atmospheric variations, etc .
  • Previous experience in early recovery and disaster management will be a plus.

Expertise and Abilities

  • Strong computer skills (Windows package and AutoCad, STAAD Pro, ETABS).
  • Strong analytical skills.
  • Strong staff coordination skills and a team player with ability to coach, delegate, follow-up and supervise as well as support.
  • Ability to engage effectively and proactively with staff, communities and authorities.
  • Capacity to work in remote with colleagues from We World Onlus and from local partners.
  • Italian mother tongue, proficiency in English both written and spoken
  • Flexibility to work in challenging environment
  • Motivation as a team worker, yet with strong leadership on the field
  • Ability and motivation to a capacity building approach
  • Strong commitment to the Mission of WeWorld Onlus, genuine interest for international cooperation development topics
