About Saferworld in Yemen
Saferworld has been working on conflict prevention issues with Yemeni civil society organisations since 2010, with an office in Sana’a. With partners, we support women, youth and community groups in their efforts to build peace and respond to the impact of the war. Together, we identify and address safety and peace-building needs. Our work in Yemen is currently funded by the European Commission and the Netherlands and UK governments.
Saferworld is recruiting for an experienced professional to lead a strategic new consortium programme in Yemen focused on supporting civil society and local authorities in Yemen. Building on Saferworld’s existing partnerships and previous programmes in Yemen, the Programme Manager will oversee the implementation of a 3 year programme with a total budget of over $7m. Saferworld is the consortium lead, together with 3 national and international partners.
The programme will strengthen the capacity of civil society and local councils in target communities in Yemen, including marginalised and harder-to-reach groups, such as women and rural CSOs, to contribute to inclusive peacebuilding, effective governance, and improved service delivery in target governorates in Yemen. It will specifically target youth as engaged citizens and support youth livelihoods through entrepreneurship support.
Job purpose
The Programme Manager will manage the Saferworld programme team in Yemen who will liaise with partners, provide technical expertise for programme implementation, and support monitoring and evaluation and effective financial management of the programme. The post-holder will lead the programme’s strategic relationships including with consortium partners and donors.
S/he will have experience of managing governance and/or development programmes and working with a range of stakeholders in government and civil society. Experience working in capacity building of civil society and/or local government is highly desirable.
Key areas of responsibility
1. Programme management, quality and impact
- Manage the overall delivery of the programme in accordance with the programme document and ensuring contractual compliance.
- Provide leadership in planning, project start-up, project implementation, and development of quality control systems.
- Ensure effective working between the consortium partners by coordinating activities, strategic planning and regular review for the programme with consortium partners, in line with Saferworld’s partnership approach.
- Identify areas where additional inputs are needed to ensure high quality programming, ensuring that relevant technical expertise is available to staff.
- Maintain a risk analysis and review and update it regularly, ensuring management and mitigation of major risks to the programme.
- In coordination with Saferworld security staff and advisors, ensure day-to-day compliance with the Yemen security plan and procedures, and lead on the monitoring and assessment of risks to staff, partners and other stakeholders.
- Together with the Yemen MEL Advisor, implement monitoring and evaluation plans for the programme, and facilitate monitoring and review of the programme with staff and consortium partners to assess outcomes and capture lessons learned.
- Exercise overall responsibility for financial management of the programme and act as principal budget holder for all programme funds. Ensure that all activities and expenditure are conducted within budget allocations.
· Monitor programme expenditure, prepare budget revisions and forecasts, review monthly financial data, oversee partner financial reporting and ensure timely financial reporting to the finance team and the donor.
4. Management of staff and consultants
- Recruit the programme team ensuring it is staffed with the relevant skills and expertise to support programme implementation.
· Monitor the performance and support the development of programme staff through Saferworld’s performance management process
- Recruit and manage consultants and service providers as necessary, following Saferworld’s policies and procedures.
6. Representation and relationship building
- Build and maintain relationships with a range of key stakeholders, including relevant government officials, other INGOs, civil society groups, policymakers and media.
- Represent and speak on behalf of the programme to external audiences.
5: Contribute to wider Yemen strategy and programme development
- In collaboration with other Yemen and London-based staff, contribute to the implementation of the Yemen country strategy and the development of annual strategic objectives.
- Identify and develop – together with funding and programme development staff – fundraising opportunities.
- Ensure that programme activities are well-documented and that analysis and learning are shared within Saferworld, with partners and external stakeholders.
PERSON SPECIFICATION
Knowledge
- Technical expertise in governance, civil society capacity building, and/or working with local government.
- Relevant university degree.
- A good understanding of conflict and governance issues in Yemen, including conflict dynamics and actors, key political, social and economic issues, peacebuilding/conflict prevention measures, and the role of regional and international actors.
Experience
- A minimum of 5 years at senior management level.
- Experience leading and delivering large scale, strategic programmes in development or governance.
- Experience of working in partnership with NGOs and other civil society organisations and networks.
- Experience managing people and using performance management systems.
- Experience of working at a senior level with policy makers and government officials, representing an organisation at the national and international level.
- Experience managing similar size budgets.
Skills
- Fluency in written and spoken English and Arabic.
- Proven ability to plan strategically and manage organisational systems and procedures
- Ability to work under pressure.
- Good analytical skills and communication skills, written and oral.
- A positive problem-solving approach.
- Good interpersonal communication and team-working skills.
Other
- Ability to travel frequently within Yemen
TERMS AND CONDITIONS
Type of position: This is a national position.
Salary range: Competitive INGO Salary
Leave Entitlement: There are 30 days leave a year (Jan-Dec) in addition to Yemen public holidays
Hours: Standard working week is 37.5 hours a week
Travel: Local travel for programme activities according to security conditions, and occasional international travel for trainings and regional planning meetings.
Probation: There will be a probationary period of six months.
