We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the actions of others.

About Saferworld in Yemen

Saferworld has been working on conflict prevention issues with Yemeni civil society organisations since 2010, with an office in Sana’a. With partners, we support women, youth and community groups in their efforts to build peace and respond to the impact of the war. Together, we identify and address safety and peace-building needs. Our work in Yemen is currently funded by the European Commission and the Netherlands and UK governments.

In 2018 Saferworld is managing a consortium of 3 national and international partners to implement a strategic new programme focused on supporting civil society and local authorities in Yemen. This 3-year programme will strengthen the capacity of civil society and local councils in target communities, including marginalised and harder-to-reach groups, such as women and rural CSOs, to contribute to inclusive peacebuilding, effective governance, and improved service delivery in target governorates in Yemen. It will specifically target youth as engaged citizens and support youth livelihoods through entrepreneurship support.

We are recruiting for an experienced professional with specific expertise in one or more of the following components of the project:

· youth and/or women’s empowerment;

· entrepreneurship and youth employment/livelihoods;

· civil society capacity building; and/or

· local governance.

Job Purpose:

The Project Manager will support liaison with consortium partners, provide technical expertise for programme implementation, and support monitoring, evaluation, and effective financial management. S/he will support the Programme Manager in the development of plans, coordination and quality control of activities, partner liaison, and technical guidance and delivery, as well as staff supervision.

Roles and responsibilities:

1: Manage the effective delivery of programme objectives and activities.

  • Develop and regularly revise strategies and workplans and ensure timely completion of plans.
  • Manage relationships with partners according to Saferworld’s partnership principles.Facilitate regular project planning and review meetings with partners and support their capacity to implement the project, through close collaboration.
  • Lead the organisation and facilitation of events (dialogue meetings, training, planning workshops and roundtables).
  • Support and facilitate assessments of community security needs/issues in implementing locations.
  • Ensure ongoing conflict and gender sensitivity of the project.
  • Manage project monitoring and evaluation according to Saferworld’s monitoring and evaluation systems and donor requirements, together with the Yemen MEL Advisor.

2: Ensure effective management of finances and administration

  • Monitor programme expenditure, prepare budget revisions and forecasts, review monthly financial data, oversee partner financial reporting and ensure timely financial reporting to the finance team and the donor.
  • Ensure that programme staff and partners comply with internal accounting and financial management procedures, and that donor requirements are met.
  • Obtain agreements and permissions from authorities as required.
  • Recruit and manage consultants and service providers as necessary, following Saferworld’s policies and procedures.
  • Ensure administration of the project is well managed.

3: Build stakeholder networks and manage advocacy and communications

· Contribute to external communications, such as drafting content for the website and external newsletters, and doing presentations for external audiences.

  • Build and maintain relationships with a range of key stakeholders, including relevant government officials, other INGOs, civil society groups, policymakers and media.
  • Represent and speak on behalf of the programme to external audiences.

4: Supervision of staff and monitoring and mitigation of risks to the safety of staff, partners and beneficiaries.

  • Line manage programme staff as required, including monitoring performance and supporting development.
  • Maintain an up-to-date understanding of the context in the implementing locations.
  • Monitor safety and security developments in project locations and ensure all project activities comply with Saferworld security procedures and regulations.

5: Contribute to wider Yemen strategy and programme development

  • In collaboration with other Yemen and London-based staff, contribute to implementing the Yemen Country Strategy and producing annual strategic objectives.
  • Identify and develop – together with funding and programme development staff – fundraising opportunities.
  • Ensure that project activities are well-documented and that analysis and reports are shared with the rest of Saferworld.

PERSON SPECIFICATION

Knowledge

  • Relevant university degree.
  • A good understanding of peacebuilding and conflict prevention issues in Yemen, including conflict dynamics and actors, key political, social and economic issues, and peacebuilding/conflict prevention measures, including the role of various regional and international actors.

Experience

  • Minimum 3-5 years’ experience working in international development, community programming, local governance, civil society and/or youth or women’s empowerment.
  • Experience in project management, including monitoring and evaluation.
  • Financial management experience including overseeing financial procedures, budget management and donor reporting
  • Experience in line managing project staff.
  • Ability to work on his/her own, with proven track record of working effectively as part of a team

Skills

  • Fluency in written and spoken English and Arabic.
  • Good analytical skills and communication skills, written and oral;
  • A positive problem-solving approach;
  • Enthusiasm to learn and apply new skills;
  • Good interpersonal communication and team-working skills;
  • Ability to work under pressure;

Desirable requirements:

  • Research and analytical skills
  • Facilitation or training skills

TERMS AND CONDITIONS

Type of position: This is a national position.

Probation: There will be a probationary period of 3 months

Holidays: There are 30 days leave a year (Jan-Dec) in addition to Yemen public holidays

Salary range: A competitive INGO salary will be offered

Hours: Standard working week is 37.5 hours

Travel: Frequent travel to communities in the project areas, security conditions permitting and

occasional travel for trainings and regional planning meetings
