Description of Saferworld and Pakistan programme:
Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security. We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the actions of others. Established in 1989, we work with communities in Africa, the Middle East, Europe, and Asia. We have 150 staff across the globe, and our Head Office is in London.
Saferworld Pakistan programme combines project implementation at the community level, dialogue, capacity building, policy research, networking and advocacy, and working with institutions and civil society at national, regional and international levels.
Over the next 3 years Saferworld, in consortium with local and regional think tanks and civil society organisations, will support the development of regional resilience mainly through creating space to harness emerging opportunities on regional economic and infrastructure interconnectivity and supporting structural cooperation across borders which contributes to stable and peaceful relations among the people of South Asia
Job Purpose:
The Finance Manager will be responsible for ensuring the efficient and transparent management of office and programmes finances in line with recognised accounting/auditing standards and Saferworld procedures, in the context of a growing programme as well as the development of new systems to support this growth, including the systems of key partner organisations.
Key areas of responsibility:
· Lead in financial management, system development and line management of financial staff.
· Lead in developing capacity support and collaborative relationships with Saferworld staff and partners to ensure effective financial management across the board
Duties:
Lead in financial management, system development and line management of financial staff and support the programme team
- Line manage finance staff
- Lead development and maintenance of a strong control environment (bank reconciliations and other control accounts, performance management data, etc)
- Manage performance of hard & software accounting systems, leading improvement and system enhancement work, ensuring good housekeeping
- Support programme colleagues to create and update donor budgets
- Lead reporting to Saferworld colleagues, donors and London head office. Focus on continuous improvement and consistent accurate and high quality reporting
- Effectively organise and manage internal and external audits
- Produce statutory (legal) accounts and other legal returns
Lead in developing capacity support and collaborative relationships with Saferworld staff and partners to ensure effective financial management across the board
- Develop strong relationships with all Saferworld colleagues and partners to enhance their understanding of finance and build their knowledge on day-to-day financial reporting and accounting
- Develop strong relationships with partners so that they effectively and transparently manage their funds.
PERSON SPECIFICATION
Essential requirements:
- A recognised accounting qualification (CA/CIMA, ACCA, etc)
- At least 5 years’ experience in financial management/administration within an non-governmental organisation (NGO), International Donor Agencies, the UN, Diplomatic missions
- Experience of computerised accounting software (QuickBooks, Sage or other systems) and an aptitude for system improvements and developments
- Experience of managing donor grants
- Experience of developing and improving financial systems in a way that is appropriate for the specific programmes in place
- Experience of management reporting to colleagues, including overseas colleague and offices
- Line management experience
- Experience on overseeing, handling and commissioning internal and external audits
- Understanding of Grant financial management rules of major donors and PPRA
Desirable requirements:
- Experience of conducting capacity-building for partners and staff on financial systems and good financial practices
- Manging audits
- Experience of managing FCO, DFID, EU, Dutch and other bilateral donor finance and grants
- Experience handling multiple donor grants
- Experience of derogation and statuary regulations of Pakistan, Asian and British Government
TERMS AND CONDITIONS
Location: Islamabad

Hours: Standard working week is 37.5 hours a week (Monday-Friday)
